color: rgb(255, 153, 0);\" class=\"ql-lineHeight-1-75\">人工智能驱动职业教育变革的战略机遇与挑战\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cbr>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cspan style=\"font-size: 18px;\" class=\"ql-lineHeight-1-75\">世界经济论坛今年1月发布《2025年未来就业报告》，预测到2030年全球劳动力市场将经历结构性变革，技术创新被列为首要驱动力。人工智能正在重塑商业模式，全球一半的雇主正在瞄准人工智能催生的新机会，计划调整业务方向。企业对人工智能开发技能需求提升214%，数据分析技能提升189%，而手动灵活性等技能重要性下降37%。可以看出，人工智能将重塑全球产业生态和就业结构，既催生大量新职业、新岗位，也会取代或者消解已有技能型岗位。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cbr>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cspan style=\"font-size: 18px;\" class=\"ql-lineHeight-1-75\">对以就业为导向的职业教育而言，人工智能融入千行百业，为职业教育培养的人才提供了更多就业机会，带来了新的发展机遇。《意见》基于全球发展大势，对人工智能促进供给侧结构性改革作出了全面部署，包括培育智能原生新模式新业态，推进工业全要素智能化发展，加快农业数智化转型升级，创新服务业发展新模式。同时也将借助人工智能激发高品质需求，特别是扩大消费规模、提升消费质量和水平，包括拓展服务消费新场景、培育产品消费新业态、打造更有品质的美好生活等。可以预见，随着“人工智能+”行动的深入实施，所有产业行业都将不断涌现新的就业岗位。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cbr>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cspan style=\"font-size: 18px;\" class=\"ql-lineHeight-1-75\">人工智能对就业产生的负面影响，也将对职业教育已有的标准化技能人才培养体系提出新的挑战。《意见》充分考虑了结构性岗位变迁的社会影响，强调要大力支持开展人工智能技能培训，激发人工智能创新创业和再就业活力。加强人工智能应用就业风险评估，引导创新资源向创造就业潜力大的方向倾斜，减少对就业的冲击。同时，对学校的人才培养提出了新的要求，强调把人工智能融入教育教学全要素、全过程，创新智能学伴、智能教师等人机协同教育教学新模式，推动育人从知识传授为重向能力提升为本转变，加快实现大规模因材施教，提高教育质量，促进教育公平。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cbr>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cspan style=\"font-size: 18px;\" class=\"ql-lineHeight-1-75\">职业教育战线应增强紧迫感和使命感，抓住智能时代劳动力市场结构性变革的机遇，不断满足智能化产业行业对人才的巨大需求。同时，要积极应对工业时代标准化技能人才培养方式面临的新挑战，加快构建“人工智能+”人才培养新体系，实现从“教技术”到“强能力”的转变，提升学生的人工智能素养、人机协作能力和智能化工作的能力，为制造强国、数字中国建设提供坚实的技术技能人才支撑，让每个学生都能在智能时代绽放光彩。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cbr>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cstrong style=\"font-size: 18px; Artificial intelligence is reshaping business models, and half of global employers are targeting new opportunities created by artificial intelligence, planning to adjust their business directions. The demand for artificial intelligence development skills has increased by 214%, and the demand for data analysis skills has increased by 189%, while the importance of manual flexibility and other skills has decreased by 37%. It can be seen that artificial intelligence will reshape the global industrial ecosystem and employment structure, creating numerous new professions and positions, but also replacing or eliminating existing skilled jobs.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cbr>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cspan style=\"font-size: 18px;\" class=\"ql-lineHeight-1-75\">For vocational education oriented towards employment, the integration of artificial intelligence into various industries provides more employment opportunities for the talents trained by vocational education, bringing new development opportunities. Based on the general trend of global development, the \"Opinions\" have made comprehensive arrangements for promoting supply-side structural reforms through artificial intelligence, including cultivating new models and industries of intelligent originality, advancing the intelligent development of all elements of industry, accelerating the digital and intelligent transformation and upgrading of agriculture, and innovating new models of service industry development. At the same time, it will also leverage artificial intelligence to stimulate high-quality demand, especially expanding the scale of consumption, improving the quality and level of consumption, including expanding new scenarios for service consumption, cultivating new forms of product consumption, and building a more quality-oriented life. It can be anticipated that with the deep implementation of the \"Artificial Intelligence +\" action, new job positions will continuously emerge in all industries and sectors.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cbr>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cspan style=\"font-size: 18px;\" class=\"ql-lineHeight-1-75\">The negative impacts of artificial intelligence on employment will also pose new challenges to the existing standardized skills training system of vocational education. The \"Opinions\" fully consider the social impact of structural job changes, emphasizing the need to strongly support AI training, stimulate AI innovation and entrepreneurship, and the vitality of reemployment. Strengthen the assessment of employment risks from AI applications, guide innovative resources to focus on areas with significant employment potential, and reduce the impact on employment. At the same time, it puts forward new requirements for schools' talent cultivation, emphasizing the integration of artificial intelligence into all elements and processes of teaching and learning, innovating new models of human-computer collaborative teaching and learning such as smart companions and smart teachers, promoting the transformation of education from knowledge transmission to ability enhancement, accelerating large-scale personalized education, improving educational quality, and promoting educational equity.\u003C\u002Fspan>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cbr>\u003C\u002Fp>\u003Cp class=\"ql-align-justify\">\u003Cspan style=\"font-size: 18px;\" class=\"ql-lineHeight-1-75\">The front line of vocational education should enhance a sense of urgency and mission, seize the opportunity of structural changes in the labor market in the intelligent era, and continuously meet the huge demand for talents in intelligent industries.
