class=\"ql-lineHeight-1-75\">当今中国对拔尖人才的需求比历史上任何时期都更为迫切。2025年初，《教育强国建设规划纲要（2024-2035年）》印发，科学谋划顶层设计，明确将“人才自主培养质量全面提高，拔尖创新人才不断涌现”作为教育强国建设的重要阶段性目标。\u003C\u002Fstrong>\u003C\u002Fp>\u003Cp>\u003Cbr>\u003C\u002Fp>\u003Cp>\u003Cspan style=\"font-size: 18px;\" class=\"ql-lineHeight-1-75\">拔尖人才的成长离不开国际化环境的滋养。在高度互联互通的世界中，新知识、新技术在交流融通中蓬勃发展，日益呈现出跨国境、跨地域的特征。高校具有人才培养、科学研究、服务社会、文化传承创新和国际交流合作五大职能，国际合作已深深融入高校基因。通过国际交流合作培养人才，实现在关键科技领域的突破与超越，是新时代高等教育的题中应有之义。本文以北京交通大学为例，从历史探索和传承创新两个维度，系统阐述学校通过“国际化+”培养拔尖人才的成效成果，为新时代高校服务教育强国建设提供有益参考。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cbr>\u003C\u002Fp>\u003Cimg class=\"ql-lineHeight-1-75\">北京交通大学因铁路而生，其前身为1909年创办的铁路管理传习所，是中国近代铁路管理、电信教育的发祥地。学校在建校之初便十分重视国际化办学，参照欧美国家通才教育模式，完善课程设置，主要课程均采用发达国家教材，确保教学内容的前沿性。学校开设了铁路管理英文高等班、法文高等班、英文简易班、德文简易班，其中英文高等班兼修法文，法文高等班兼修英文，形成多语种复合的培养模式。在课程设置上，学校每学期均开设外语课程，贯穿学生培养始终，为学生打下坚实的外语基础。在师资队伍建设上，除聘请外籍教师外，多数教师为留学归国的专业人才，为国际化人才培养提供了优质的师资保障。在管理机制上，学校效仿欧美高校模式，设立董事会，实现与国际接轨。1921年9月，时任交通部总长兼交通大学校长的叶恭绰亲临交通大学北京学校，在交通大学改组后首次开学典礼上致辞称：“试以交通大学言之，其创学宗旨为培植技术人才，其已办科目为工程及管理，其教员为宏儒硕彦，其学生为俊髦优秀，其管理师法欧美，其设备酌合中西，其地点为分散，其精神为团结。”\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cbr>\u003C\u002Fp>\u003Cp>\u003Cspan class=\"ql-lineHeight-1-75\">在夯实本土国际化培养的基础上，学校同时注重以跨境培养进一步促进拔尖人才成长。在当时学校和国家尚不富裕的条件下，学校仍坚持选派学习成绩优异的学生赴发达国家顶尖大学学习。1917年派出10名学生赴日本学习3个月，成为学校选派学生出国留学的开端。1917年至1945年间，学校共派出80余名学生先后赴美国、英国、法国、德国、比利时和日本等国留学。其中，美国是主要留学目的国，沃顿商学院和伊利诺伊大学则是主要留学目的校。新中国成立后，1951年至1966年间，学校共派出50余名师生赴莫斯科铁道工程学院（现俄罗斯交通大学）、列宁格勒铁道学院（现圣彼得堡国立交通大学）等苏联高校留学，他们多数获得了副博士学位。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cbr>\u003C\u002Fp>\u003Cp>\u003Cspan class=\"ql-lineHeight-1-75\">在国际化办学战略的引领下，学校培养出一大批在各自领域开疆拓土的拔尖人才，如中国无线广播电台创建人刘瀚、中国铁路运输学科奠基人金士宣、中国最早的四大会计师之一杨汝梅、著名作家和社会活动家郑振铎，以及中国科学院院士、光纤通信科学家简水生等。其中，金士宣、杨汝梅、简水生均曾公派出国深造，金士宣获得沃顿商学院运输学博士学位，杨汝梅获得密西根大学博士学位，简水生曾赴莫斯科电信工程学院学习，成为学校培养的第一位院士。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cbr>\u003C\u002Fp>\u003Cp>\u003Cstrong class=\"ql-lineHeight-1-75\">围绕这一目标，学校坚持规划引领，在历次的五年发展规划中均明确了以国际化路径培养优秀人才的目标和措施：“十二五”规划提出全面实施国际化战略，推进“有特色、高水平大学国际化人才培养模式”教育体制改革，通过建立人才培养特区，打造拔尖创新人才培养的重要基地，为建成国内一流、国际知名的有特色、高水平研究型大学奠定坚实基础；“十三五”规划着力构建适应学校国际化发展的管理体制和运行机制，依托优势特色学科和国家级创新平台，建立学术学位研究生拔尖创新人才培养特区，提升人才培养国际化水平。同时，引进海外优质教学资源，加强全英文授课专业建设，促进学生双向交流；“十四五”规划更明确提出，深入落实立德树人根本任务，将拔尖创新人才培养体系改革与质量提升工程作为重要工程，实施“高原计划”和“高峰计划”，系统构建基础学科拔尖人才和科技创新领军人才培养体系及新模式，并同步开展国际声誉提升工程，创新国际化人才培养模式，培养高水平国际化人才。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan class=\"ql-lineHeight-1-75\">一方面，深化境外沉浸式育人功能，大力推动学生出国（境）交流。学校坚持需求导向，通过问卷、座谈等形式对在校生出国（境）意愿进行调研，精准匹配学生留学需求。目前，已与英国牛津大学、新加坡国立大学、澳大利亚莫纳什大学、加拿大不列颠哥伦比亚大学、荷兰鲁汶大学、瑞典皇家理工学院、英国伯明翰大学等世界知名高校建立合作关系并开展人才培养，建成100余个含双学位、学期交换、寒暑期交流在内的优质项目。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan class=\"ql-lineHeight-1-75\">鉴于海外交流时长与育人成效呈显著正相关，学校坚持以长期交流项目为主、短期交流项目为辅。目前，长期项目约占海外交流项目总数的90%，双学位项目约占50%。项目结构的优化，不仅为学生打开通向世界学术殿堂的大门，更通过沉浸式全球学习体验，助力他们成长为兼具家国情怀和全球视野的时代新人。例如，通过参加伯明翰大学项目，学生体验到该校提供的丰富学术资源和设施，在参与讨论和研究中培养了创新思维。在强化学术基础的同时，也在实践中培养了解决问题的能力，为个人成长和未来职业发展带来了更多机遇。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan class=\"ql-lineHeight-1-75\">同时，学校着力推进博士层次“高精尖缺急”人才培养，每年积极选派学生赴外深造，并调动各学院和教师的主动性，依托优势特色学科，开展与国外一流高校合作的“创新型人才国际合作培养项目”。目前，共有与德国亚琛工业大学、澳大利亚伍伦贡大学等8所高校合作的新一代“智能高铁”建设、制造与运用国际化创新人才联合培养项目，与英国利兹大学、荷兰阿姆斯特丹自由大学合作的面向交通强国建设的智慧交通国际化人才联合培养项目，与新西兰惠灵顿维多利亚大学合作的高温超导电力装备技术研究及人才联合培养项目，与意大利博洛尼亚大学、美国科罗拉多州立大学等5所大学合作的超材料驱动下的多学科交叉国际化人才联合培养项目，与美国北卡罗来纳大学教堂山分校、辛辛那提大学合作的国土空间与交通协同国际创新人才培养项目等。项目的实施有力促进了学校优势特色学科高层次人才的国际化培养，如参加“智能高铁”项目的学生认为，德国高校严谨的学术氛围和高水平的科研条件为其研究提供了重要支撑。实验室的开放性使其能够接触多领域研究者开展深度合作，通过跨学科交流有效解决问题。在研究遇到瓶颈时，导师的指导和合作团队的建议对研究的推进起到了关键作用。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan class=\"ql-lineHeight-1-75\">为拓展对外交流合作新路径，学校加大投入，从教师、学生、修读课程、科学研究四个维度系统谋划，实施“世界一流大学合作伙伴推进计划”。该计划针对学生设立了“思源致远奖学金”和“拔尖人才全球科研奖学金”，重点资助学生赴世界一流大学（四大排名前200或学科排名前50高校）进行3个月以上的课程修读和科研交流。目前，奖学金已支持学生赴新加坡国立大学、日本东京大学、澳大利亚昆士兰大学、英国伦敦国王学院等顶尖大学交流，既满足了学生出国（境）交流的多样化需求，也提升了他们的跨境学习能力。例如，学生在赴昆士兰大学学习智能装备调度优化前沿技术的过程中，不仅深入了解到交通运输领域的复杂问题，还掌握了与国际同行进行有效学术交流与合作的方法，研究能力和学术自信显著增强。此外，学校还设立博士研究生国际学术交流基金，支持博士生参加国际学术会议并宣读论文。至此，覆盖本硕博，涵盖修读课程、科学研究和参加国际会议的奖学金资助体系构筑成型。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan class=\"ql-lineHeight-1-75\">中外合作办学是推进在地国际化的重要举措。通过中外合作办学能够比较系统地引入国外课程、师资队伍、教学方法和培养模式，在本科和研究生阶段为拔尖人才的成长奠定良好的国际化基础。为此，学校积极争取校内外及国内外优质资源，构建起“项目+机构”的中外合作办学格局。其中，将威海校区定位为国际化校区，2016年与英国兰卡斯特大学共建中外合作办学机构——北京交通大学兰卡斯特大学学院。该机构开设了通信工程、计算机科学与技术、环境工程等6个本科专业和通信工程、物流工程与管理2个硕士专业，全面引进英方课程体系，采用英文原版教材，开展英文授课，并与英方共建专业实验室及与英方同步的数字化教学环境。学校首个本科层次中外合作办学项目——与加拿大滑铁卢大学合作的纳米材料与技术专业，聚焦国家纳米技术人才需求，重点培养纳米光电和能源器件领域人才。该项目三分之一以上课程由加方教授全英文授课，同时引进滑铁卢大学ESL（以英语为第二语言）课程，进一步强化对学生英语能力和英语思维的训练。经过多年发展，学校中外合作办学在校生规模超过3000人，毕业生深造率超过75%，其中超50%毕业生赴海外学习，为培养具有国际竞争力的拔尖人才夯实了基础。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan class=\"ql-lineHeight-1-75\">一是特色引领，需求导向。立足自身特色，精准对接教育强国建设需求，针对性培养国家战略人才和急需紧缺人才，加强基础学科、新兴学科、交叉学科建设和拔尖人才培养，北京交通大学坚持发挥在交通、信息、管理等领域的学科优势，重点培养相关领域急需人才，并在国际交流项目开发、学生派遣和培养、资源投入等方面给予重点支持。当前，我国在理论物理、材料科学、量子科学、空天科技、生物医药、人工智能等关键领域亟须突破，各高校应找准定位，以差异化发展更好地为强国建设提供人才支撑。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan class=\"ql-lineHeight-1-75\">二是质量为先，强强联合。秉持高质量国际合作理念，推进国际产学研合作，不断提升人才培养质量，北京交通大学与荷兰代尔夫特理工大学基于双方优势学科开展深度合作——开办交通运输专业中外合作办学项目，实现了优质教育资源的优势互补。这种强强联合的模式值得借鉴。高校在对外开放进程中，无论是“请进来”还是“走出去”，都应当始终坚守人才培养质量这一根本，着力为学生打造涵盖高质量师资、课程、教学模式、教学设施等在内的优质教育资源体系。\u003C\u002Fspan>\u003C\u002Fp>\u003Cp>\u003Cspan From the very beginning, the university placed great emphasis on international education, referring to the general education model of Western countries, improving course settings, and using textbooks from developed countries to ensure the cutting-edge nature of teaching content. The university offered advanced English classes, French advanced classes, English basic classes, and German basic classes, among which the English advanced classes also included French, and the French advanced classes also included English, forming a multi-language composite training model. In terms of curriculum setting, the university offered foreign language courses every semester, running throughout the student's education, laying a solid foundation for their foreign language skills. In terms of faculty development, in addition to hiring foreign teachers, most teachers were professionals who had returned from studying abroad, providing high-quality teaching resources for the international training of talents.
